The State Council's tariff commission imposed tariffs of 15 or 25 percent on 128 products imported from the United States on April 2, 2018.A spokesman for the Ministry of Commerce issued a statement on this issue.On March 23, the Commerce Department released a list of disallowed products for U.S. imports of steel and aluminium 232 and solicited public comments. On March 31, the comment period ended.During the review period, a large number of people expressed support for the measures and product lists by telephone, e-mail and other means. They agreed that the government should take measures to safeguard the national and industrial interests. Some people also suggested that the measures should be increased.After evaluation, the decision to import 128 products from the United States to implement the above measures.China believes that the US has taken 232 measures against imports of steel and aluminium products and abused the WTO's "security exception" clause, which in essence constitutes safeguards, and its measures are aimed at only a small number of countries.It has seriously violated the principle of non-discrimination, which is the cornerstone of the multilateral trading system, and seriously infringed on the interests of China. On March 26, the Chinese side submitted a request for trade compensation consultations to the US side in accordance with the safeguards Agreement, and the US side refused to reply.In view of the lack of agreement between the two sides, on March 29, the Chinese side informed the WTO of the suspension list of concessions and decided to impose tariffs on some products imported from the United States, in order to balance the loss of benefits caused to China by the US 232 measures.It is China's legitimate right to suspend some of its obligations to the US as a member of the WTO.It is hoped that the US side will rescind as soon as possible the measures that violate the WTO rules, so as to return the trade between China and the United States to normal.As the two largest economies in the world, cooperation is the only right choice.The two sides should resolve each other's concerns through dialogue and consultation, achieve common development, and avoid further harming the overall situation of Sino-US cooperation through follow-up actions.
